The Bill (Reg. No. 2190) envisages remission of immigration quotas of foreigners and persons without citizenship, immigration of which is of interest of Ukraine (cultural and scientific workers, persons who made foreign investment into Ukrainian economy to the amount of at least 100 (one hundred) thousand USD, highly qualified specialists and workers and persons, who are brother or sister, grandfather or grandmother, grandson or granddaughter of Ukrainian citizens).
People´s Deputies consider that free of quotas attracting of highly qualified foreign workers will unconditionally create additional competition on the domestic labour market. Furthermore, in the opinion of the Ministry of Internal Affairs of Ukraine, remission of immigration quotas of specialists and workers may become an additional channel for legalization in Ukraine of illegal migrants from countries of risky migration. As regards the free of quotas immigration of scientific workers, it was emphasized at the meeting, that while defining immigration quotas of this group of population the Ministry of Education and Science of Ukraine has proposed for year 2008 zero quota for this group of population, which indicates the absence of the need of their attracting to Ukraine for permanent residence. While the Ministry of Culture and Tourism of Ukraine proposed to halve immigration quota of cultural workers for year 2008 in comparison with previous year.
Taking this into account, the Committee Members have decided to forward the Bill to the Cabinet of Ministers of Ukraine in order to receive an opinion of a commission of experts.
